District 2 County Commissioner Mike Kohler brought to the WRC's attention this document describing amendments to the RESTORE MYIP program which is meant to deal with issues resulting from the Deepwater Horizon oil spill. Take a moment to catch up on Multi-Year Implementation Plan Amendment 3.

The Chair and Vice Chair attended a meeting at Lexington Terrace hosted by Distric 2 County Commissioner "Magic Mike" Kohler and Mike Rhodes to discuss the future of the park. The Chair spoke at the BCC specifically to support lifting the language of the Warrington Overlay that is preventing this gas station from reopening. The boarded up building is a blight on the corridor between the Navy Base and the downtown and allowing it to reopen as a gas station will reduce the number of blighted buildings in Warrington by one, create jobs in Warrington, increase tax revenue and let other investors know that Warrington is a viable place to run a business.
The Chair and Vice Chair attended the BCC meeting to speak in support of the Warrington Overlay being reviewed such that a gas station can be reopened at the corner of Navy Blvd and Winthop Ave. The overlay currently prohibits convenience stores from being within 2,500 feet of another convenience store and somebody in the county has decided that the grocery store on the corner of Sunset Ave and Navy Blvd (Mr. Lam's Navy Grocery) and the proposed gas station are both convenience stores.
This situation currently blocking the development of new business on Navy Blvd and blocking the removal of blight is antithetical to the WRC. The issue is raised at the 50:15 mark.

Additionally, the issue of The Living Shoreline was raised. Many of the citizens are against it as it is unsightly and dangerous and many are for it because it cleans the water and mitigates the forces that cause erosion of the beaches in Bayou Grande. That issue is raised at 2:08:00.
The Chair couldn't help but notice how sensitive the microphones at the dias are. Listen closely at 2:08:06 when Commissioner May scratches his head.

Mike Kohler and a host of county employees met with the citizens of Warrington to discuss the future of Lexington Terrace Park. There are many strong opinions on how the county should handle this property and those were shared at the meeting.
There was a great deal of discussion on the homeless people who frequent the park and their attempts to make it their home; some people stormed off angrily when too little attention was paid to their concerns about the homeless. Additionally, it was proposed to move the dog park portion to the front of the park near Old Correy Road, but there was no small amount of pushback based on fears that the dogs might escape the fenced-in area and run into traffic or be bitten by snakes and mosquitoes.
Finally, the sticking point seemed to be that the BMX portion of the proposed new park would bring noise and crime. Assurances to the opposite went ignored and the pushback continued for many minutes.
Several members of the WRC and other involved Warrington citizens including Chris Curb and Keith Bowe were in attendance. Ultimately, it was a great sharing of ideas and a chance for constituents to speak directly to their elected officials and make their concerns known.
The WRC and many other community groups were out in force today for the BCC meeting specifically to "discuss the Five Possible Rebuild Florida Hurricane Sally Infrastructure Repair Program Grant Projects" among other things. This was a really long meeting, but the discussion and conclusion of this issue starts at the 2:30:00 mark.

Some us spoke on the DOMES issue at the 1:21:00 mark. This is the discussion on having a medical examiner's office in Escambia that is either a new building or revamped existing space.

The County Commissioners are meeting twice on the morning of Thursday March, 23 and many issues important to the WRC will be discussed. The online agendas are empty currently for these meetings, but consider showing up early for the 08:30 Special Board Meeting and the 09:30 Board Meeting and just catch them both.
Some of the topics discussed in these meetings were put on the agenda with help from the WRC members and our friends who are also active in the community. Wear a red shirt if you have one to support those who are pushing for mitigation of the storm water runoff and the septic-to-sewer conversions that are so desperately needed in the west end of Warrington.

The trees at the Navy Point boat launch were creating a dangerous situation when boats on trailers and motorhomes swerved to miss their limbs over the road. To eliminate the risk of head-on collisions caused by these trees, the county trimmed the trees back away from the road.
Lexington Terrace is closer to being improved after Mike Kohler and Mike Rhodes presented plans at a meeting in the park this month.

Field 8 (OLF8) is the subject of a current bidding war. There may be some
discussion on this topic.
·We need turnout at the BOC for the Beach Haven storm water and
septic-to-sewer conversions. Turnout would make it clear that we’re looking
for matching funds for both projects. Carpooling may be discussed.
·The words “convenience store” may be removed from the language of
the overlay for restricted use. This overlay is scheduled to sunset at the end
of 2025, but this would mean that gas stations and supermarkets could be built
near convenience stores.

OLD BUSINESS
Max Rogers explained there there are additional capital improvements in the works.
The capital improvements work in three phases:
Corridor management plans occur first.
Design happens only after corridor management is complete.
The funding phase is performed after the capital improvement is designed.
ECUA makes the final decisions on where the sewers go. While we can let them know that it would be great to have sewer lines on Gulf Beach Highway, the final decision is left to ECUA and typically relies on fiscal pragmatism.
Fiscal year 24/25 starts in October.
NEW BUSINESS
The election for Chair of the WRC was won unanimously by Jane Birdwell.
The agenda item to discuss reducing the number of meetings from twelve to four was tabled. It was decided that twelve meetings are necessary anually and no motion was made.
There was discussion during the standing agenda item to discuss capital improvements.
There was discussion during the standing agenda item to discuss non-CRA issues. Jane Birdwell explained that it would make more sense to refer to this agenda item as "Open Discussion" going forward.
OPEN DISCUSSION
David made a motion to discuss clearing the jungle between Lexington Terrace and Jones Creek. His justification is the homeless population that make that greenbelt a home along with the danger and unpleasantness that accompany a homeless encampment. There was a lot of discussion including Max explaining that conservation relies on a greenbelt along the shore. The motion was seconded and passed unanimously.
It was mentioned that Parks and Recreation might extend the boardwalk in Jones Creek to Lexington Terrace Park.

Suburban Lodge was forced to clean up because of fines levied by Code Enforcement.
Max Rogers explained that we need to get the 30-year extension of the CRA approved to keep it alive.
CRA board is the same as the County Commissioners (BCC).
Movement on the extension to come in the Fall.
Glenn Conrad asked if Max has heard from other CRAs and Max explained that he has and other CRAs are eager to extend.
Issue with keeping the streetlights on is a major issue.
CRAs are a contintious judicial issue.
Glenn Conrad makes some announcements.
The BCC voted to extend the no-wake zone around the Navy Point boat launch. The feedback has been positive and negative.
Coming up are more ordinances regarding boat launches.
People fish off of the docks and clean fish there.
Charter boats arrive long before passengers and tie off for hours blocking the use of the docks for others while waiting.
Bayou Chico is getting money for sediment mitigation. The waterway has been impared since the mid 70's. The job will take ten to fifteen years.
Sherman inlet needs remediation--the road on west side of NAS can be washed out by the next hurrican (Radford Blvd).
David asked if we could put up commemorative lamps in Navy Point and Max explained that we need to spend the dollars where the blight is.
Will explained that the Planning Board shot down an ordinance that would require developers to write and announce developments with more than ten units.
Mike explained that there has been dedicated $250,000 for the maintenance of the Big Bayou Cemetery.
Mike announced that the Escambia County Fire Rescue Station 16 may be turned over to the county.
Will added that the FD has been operating from there since 2012 out of a private building and that insurance is high without a full fire department.

About a million dollars has been earmarked for Beach Haven stormwater mitigation efforts.
The fountain near Barrancas and Navy is broken, but Max will get it fixed.
Ocean Hour is going to clean up Lexingtion Terrace quarterly.
House Bill 1365 passed in Florida to prevent homeless people from sleeping in public and will be used to clean out Lexington Terrace.

CRA will sunset in 2025 without updates.
Westerly Heights and Jackson Lakes will be redeveloped as part of the updated CRA.
Jackos Lakes has a homeless problem.
Lakes are excavated pits that are dangerous. An elevated boardwalk might be in the new CRA plan.

Frisbee golf equipment is installed at the Lexington Terrace park.
The homeless have evacuated Lexington Terrace because Mike is having the sheriff's deputies cruise through there frequently.
Parks and Recreation has removed anti-Semetic graffiti from Escambia properties.
The Beach Haven septic-to-sewer conversion is on track.
Bridal Trail Estates is receiving $1.7M for flood infrastructure.
Mike Kohler is speeding up the repair of the Jones Creek bike trail between Navy Blvd and Old Corey Field Road burned by vandals. The cost is estimated to be fifteen thousand dollars.
Shirley explained that there is a strong natural gas smell caused by a leak on South Navy Blvd. She is working with the utility to resolve the issue.
Jane Birdwell explained that a deralict boat became unmoored, but somebody tied off before the government could resolve the problem.
Mike Kohler explained that boats can be moored for 45 days if they are operational, but must be (can be) removed if the boat does not run.
It was intimated that drugs are being dealt off of the boat.
Jane reiterated that the boat can be removed by the government if it is unmoored.
Max Rogers followed Mike Kohler with additional announcements regarding the extension of the CRA another thirty years.
Current CRA is scheduled to sunset in 2025. Max's plan is to request the Board of County Commissioners (BCC) to extended it by thirty more years.
Max is ready to receive ideas for the CRA from the WRC and the rest of Warrington.
The new business regarding a whiteboard funded by the CRA was tabled before the meeting started.
OPEN DISCUSSION
Ideas for changing the overlay were raised and then tabled to be addressed as new business in the April meeting.
Max raised the idea that land use codes can pressure developers to include affordable housing in new developments.
Shirley asked if old trailers could be replaced with new trailers under the current CRA overlay. Max and Everett explained that the trailer can only be replaced within one year of being removed.
Mike explains that $8M has been set aside to repave Gulf Beach Highway.

New laterals are expensive--as much as $10K.
There is a $20 million dollar project coming up to finish Navy Point's septic-to-sewer conversion.
New sewer customers can connect within the first years without impact fees.
Homeowners with available sewer will not be allowed to repair septic systems when they fail.
The fleet of garbage trucks needs to be maintained.

The light at the corner of Sunset Blvd and Gulf Beach Highway was taken down around the same time that Hurricane Sally hit Pensacola. It was explained that the traffic light was installed by FDOT just long enough to handle overflow traffic caused by the replacement of Sunset Bridge in Navy Point at the time.
A lot of the discussion was on the frustration caused by Gulf Beach Highway remaining two lanes despite pressure by the residents of District 2 to have it expanded. Many members committed to being more involved in the TPO.
It was announced that there is a neighborhood watch meeting that occurs on the first Monday of the month at 18:00 at the Sheriff's substation on Navy Blvd near Barrancas.

The county commisioners are discussing the extension of the Warrington Community Redevelopment Agency for another thirty years. Some points mentioned at the meeting are:
Max Rogers will remain on with the Warrington Community Redevelopment Agency.
Max is working on a draft to adjust the language of the CRA to be presented to the County Commissioners in order to begin the process.
Public input will be from three meetings:
Meeting #1 will be informational.
Meeting #2 will be taking questions.
Meeting #3 will be for the drafting of the documents.
The CRA will remain in the same geographical boundaries as it has existed for the last 28 years.
Once Max has drafted the documents, the Commission will vote.
Existing projects will be carried forward into the new plan.
November 2 will be the vote on recommended changes to the Warrington Overlay. Find out how and when to attend at this link on myescambia.com. Changes proposed are:
Lifting the 2,500-foot distance restrictions on new convenience stores in Warrington. Currently, badly needed gas stations are blocked in the area around where Gulf Beach Hwy and Barrancas intersect Navy Blvd.
Height requirements on new construction will be lifted. Currently, the limit imposed by the Overlay is 45 feet. After this restriction is lifted, the height of new construction will be limited by the local ordinaces.
Requirement for parking in the rear for any new business will be relaxed to allow existing structures without rear parking to be utilized.
Bringing back commercial grants for demolition and improvements and upping them to $25K.
OLD BUSINESS
The planned discussion on how best to sunset the CRA were rendered moot by the announcement that the CRA is being extended thirty years.

Old Correy Field road will be repaved in the near future. TIF funds from the CRA will not be used to finance this project.
Most of the discussion at the end of the meeting was regarding parking in Navy Point. Some points covered were:
No vehicals with boat trailers are allowed to park in the right-of-way.
Ballards might be moved to accommodate additional parking at the waterfront park.
Driving traffic to the park in Navy Point might take stress off of other beaches in Warrington.
The number of parking spots to be created at the Navy Point park is not yet known.
Local residents tend to be okay with on-street parking, but not with parking in the right-of-way as that is where residents tend to keep their manicured lawns.
Restrictions on nighttime parking in the new parking spaces at the park would limit local residents' ability to host parties.
Note for consideration from Chair regarding night parking in Escambia's parks: The WRC meeting adjourned at night and we were all illegally parked at Lexington Terrace park; sunset was at 18:15 and many of us were still there at 19:15.

The homeless encampment behind Sonny's is still a major issue in Warrington. It is in the sites of the county; there are movements. The county will have a hard time.
The floodwater issues in Warrington are being addressed by the county. Funding has been aquired for many of the necessary projects in the area.
Open discussion with District 2 County Commissioner Mike Kohler included:

The Gulf Beach Highway widening was not moved up on the TPO list. It remains a lower priority than other pressing issues in the county.
OLF8 might sell for $42 million. That could provide an $8 million windfall to District 2 for improvements and growth.
Many of the homeless in the homeless living on the land owned by the County Housing Authority behind Sonny's on Navy Blvd were pushed there by actions taken to remove them from Lexington Terrace.
Marchello's got an extension on the demand to bring the property to compliance. The owner brought a lawyer to the magistrate and got an extension to December.
$21 million has been set aside for the Beach Haven stormwater mitigation project. Edgewater stormwater mitigation project needs $3.5 million.

Again, your humble Chair apologizes profusely for the anemic nature of these minutes. We elected a secretary at the March meeting, so the minutes will improve in quality and volume. Thank you so much, Jane Birdwell!
Chair Jim Kauffman opened meeting at 05:30. The minutes from February were approved.
Jane Birdwell volunteered to be the Secretary. She was voted in unanimously.
Rob Wilson intimated that there were new drug houses now that the 501 1st Street has been demolished. He didn't mention where they were.
The meeting with District 2 County Commissioner Mike Kohler at Lexington Terrace Park on March 30th was announced. Many members committed to attending the meeting.
The Chair raised the idea of spending some CRA dollars on the sign at Civitan Park, but it was made clear by Mike Kohler that those funds can come from the Parks Department. There was no vote.
Shirley Green gathered some donations for the Redeemer Lutheran Church which has so generously shared their meeting hall with the WRC. The funds raised will go a long way to buy good will with the Church leaders.
David Toelner mentioned that some beavers are eating his saplings and asked for ideas to prevent that. The chair proposed stacking bags of razor-sharp oysters around them. Other solutions were proposed.
The issue of the BCC meeting on March 23 was raised. Many members were excited by grant funds coming to Escambia County being spent on flood mitigation and stormwater runoff. Mike Kohler explained that there are three things on which the county can spend to lower insurance rates.
Stormwater drainage (to prevent flooding)
Fire department (to mitigate fire damage)
Police (to reduce crime)
Many members committed to being at the BCC meeting on March 23 including the Chair and Vice Chair. It was agreed that speaking in support of spending the grant money on stormwater drainage would best serve Warrington.
There was discussion on "The Living Shoreline" in Bayou Grande and the removal thereof. Pros and cons were considered and Glenn Conrad made a great case for their continued existence.
Mike caught us up on many happenings in District 2.
The Pines apartment complex is being fined for allowing garbage to pile up around the dumpsters. That seems to have encouraged them to do more to keep the grounds clean.
Mike talked to the owners of the Sonic where the homeless were dwelling and causing blight. Now it is being torn down.
Navy Blvd might be getting a median, street lights and flags.
OLF8 property is for sale and may bring in more than $21 million of profit.
Escambia is considering to build a new Medical Examiner's office.
Mike talked about the Matrix Study and on the importance of keeping all the bases in Escambia County. This was well received and agreed upon by all in attendance.
Mike will talk with Rhodes about the Parks Department funding the new sign at Civitan Park.

Chair Jim Kauffman opened meeting at 05:30. The minutes from January were approved.
It was mentioned that the B&B Auto Services auto shop is going away.
Signage at the hotel on South Navy Blvd is being addressed by the county.
There was a great deal of discussion on the Davenport Septic-to-Sewer conversion and the storm drain issues. All members are invited to speak at the Board of County Commissioner meeting on March 2.
An agenda item was proposed for the March meeting and that is a simple pass-the-hat for the Redeemer Lutheran Church that generously shares their meeting hall with the WRC. It has been added by the Chair to the agenda for March.

Chair Jim Kauffman opened meeting. No minutes or notes from the December meeting.
Jeannie Givens gave up-date on 501 S. 1st
Mike Kohler thought it was $8,000 to tear down the structure at that address but would check.
Idea by someone that a portion of fines, if relieved by magistrate, for the buyer of auctioned properties,
should be given to neighborhood projects such as upkeep for Civitan Park as a demonstration of Goodwill. Comments did not support this as a plausible idea. “ Cannot buy Goodwill”
Will Van Horn and Jane Birdwell started discussing sewer projects and lack of sewer in Warrington. Max Rodgers weighed in about ROI(return on investment) and that ECUA is not at all likely to do more in the area. Glenn Conrad asserted that ECUA had started a project in Navy Point and that was abruptly halted. More people questioned how far the sewer went along east side and west sides of Navy Blvd.
Commissioner Kohler reports that his office had reported Code violation and 170 citations had been sent out in the past 7 weeks. Mike said that some ordinances do need changing and that he would talk to “Drew” and Tim Day.
Dave, a Navy Point resident asked if it was lawful in Escambia county for someone to live in an RV. Discussion about how easy it is for someone to get away with that. Development at Navy Pt triangle park was discussed. Commissioner Kohler and Glenn Crosby had visited the project. Mike will check to see that building permits are posted as required.
Will opened the topic of perhaps a commercial grant program using CRA funds to demolish buildings. Max commented that the WRC overlay is an impediment. Is the intent to “beautify” or “improve” area? What does “beautify” mean? Could tax incentives up to 10 years help incentivize new investors and businesses? Maybe consider all types of ideas with a holistic approach to getting things jump started. Fixing of business signs might be a great project that would help businesses and give a fresh look to the area! This could be a good use of WRC funds.
Discussion of possible marketing campaign to tout the good things about the West side of P’Cola. Jane wants a committee formed and a gentleman from Navy point who was in marketing and a film guy exchanged ideas and contact information.
Max presented 2 plans that had been submitted to the DRC for the Turner-Lee property. Project has been presented as 2 separate projects. First is 6 single residential units along Palmetto. The second one is slated to be approximately 39 townhomes along Commerce from Navy Blvd to 2nd street. Brock Built is Developer. Rhonda Landrum had spoken to an agent of the builder earlier that day. Same information.
Mike reported on some things that were already in the works; Painting at WestCo senior center, new roof on Lexington Terrace community center, playground there to be completely redone. One hang-up has been the discovery of an invasive species that is overgrowing and clogging the storm water drains. White Island project is still set to begin in the fall 2023. Tim (?) has applied for a 4 million $ grant to make oyster beds off Navy Pt more “robust.” There is a filtration system proposed for Sunset-Gulf Beach area. Mike asked from all about any issues. His next meeting was with the Sheriff’s office about gun violence.
